Cyprus

Limassol · Larnaca · Nicosia · Paphos

The near-abroad of choice — a fast-growing Lebanese community, 40 minutes from Beirut, and one of the top foreign-buyer nationalities in the island's land registry.

Can foreigners buy? Non-EU buyers need a (routinely granted) Council of Ministers permit, generally for one property. Permanent residency requires a €300,000+ NEW-BUILD purchase — resale properties do not qualify, a detail Lebanese buyers have been caught out by.

Buying a home in Cyprus — how it works

  1. 1Reserve with a deposit, then sign the contract of sale — your lawyer files it with the Land Registry to protect you before title transfers.
  2. 2Non-EU buyers apply for the Council of Ministers permit (a formality in practice, handled by your lawyer).
  3. 3Budget roughly 2–8% on top: transfer fees or VAT (19% on new builds, often reduced to 5% on a primary residence), stamp duty, legal fees.
  4. 4Always confirm the title deed situation before paying — separate title deeds are the thing to insist on in Cyprus.
